Development of a new Central Park in Nikkilä area

Project Setting

The Municipality of Sipoo is building a new Central Park in Nikkilä area. For the first time, Sipoo is testing a participatory budgeting model to empower its citizens to decide together how to spend public money. Sipoo’s participatory budget strategy allocates 50 000 € of the total budget of 1M € for a general plan including the implementation of ideas proposed by the citizens.

The Ministry of the environment is supporting the project with a grant worth 20 000 € that is part of the Kestävä kaupunki program. The park was planned to be built during years 2021-2022. However, due to recent changes in our environment the starting time of construction may need to be reconsidered.

Goals of the project

The goal of the project is to help the Municipality of Sipoo to engage its citizens to build Nikkilä Central Park according to the participatory budget strategy. The most voted plan by the citizens will be implemented during the development project.

Results

By using the CHAOS Essentials™ license, Sipoo engaged its citizens and gained insights to support the development plans of Nikkilä Central Park.

In total 400 ideas were collected during two weeks between February and March 2020 in physical workshops and digitally through the CHAOS crowd engagement app. Also the survey feature of the app is used to get a more deeper understanding of the citizens’ needs and to vote for the best idea to be implemented.

Through utilising the tool for digital engagement, CHAOS Crowd, Sipoo enabled a two way communication with its citizens and users of the area to improve the area’s liveability and attractiveness based on real needs.
